It sounds like you are getting some crystals, so that's a start. I don't see an issue with this formula, as long as the frit is close to 3110 it should work. The Titanium and Kaolin amounts are actually so low that you may not see a difference if you don't bother including them.
I think the problem is you are firing this glaze formula too hot. Generally there is a top temperature we aim for where there is a mixture of crystals floating in glass, if the peak temperature is too hot the crystal nuclei melt away and it'll be mostly glassy with and any remaining crystals tend to be smaller, if the peak temp is too low it may be entirely crystallised possibly so many crystals that it looks matte.
The thickness of the glaze is very important too, I would try thin, average and thick application. Then try firing to a peak temperature of 1210 C with your 9 min hold, and the same cooling cycle at 993 and 1040.

Sharing on the Internet has changed over the years. Not only as platforms but as essence. When you share in a forum everything remains and every new user can draw summary information on a problem and ask your question in theme previously created years ago. This forum is a great example of this. But are all the topics from the old forum here?
Facebook and other new networks are aimed at sharing and discussing only what's right now. And then the writing disappears in the tape. They are not intended to systematize knowledge but to sharing emotions. Therefore, the shared ones are not so useful. But they win users with their easy use.
